The AVN Funding Guide

This guide walks you through the exact steps to secure funding in Florida or Arizona — with AVN supporting you from start to finish.

Your State Options

AVN currently supports families in:

Florida

• FES-UA: $9,000–$18,000 per student, per year (depending on needs)

• PEP: $8,000–$10,000 per student, per year (via AVN Tutoring Services)
  Covers: personalized instruction, SPED support, mastery tutoring, curriculum, enrichment.
  
  

Arizona

• Empowerment Scholarship Account (ESA)
  Provides $7,000–$30,000 per student, per year, depending on learner profile.
  Covers: individualized instruction, tutoring, curriculum, and specialized services.

Step 1: Determine Eligibility

You may qualify if your learner has:

• A diagnosis

• An IEP/504

• Learning differences

• Gifted/2e needs

• Emotional or behavioral challenges

• A neurodivergent profile

• Or if you prefer personalized, mastery-based education
  
  

AVN helps you confirm eligibility before you apply.

Step 2: Apply Through Step Up For Students

(AVN will send you the exact link with updated deadlines.)

You’ll need:

• Student birth certificate

• Proof of residency

• Diagnosis paperwork OR school documentation

• Income documents (PEP only)
  
  

Step 3: AVN Creates Your Learning Plan

Once approved, AVN builds a personalized learning plan that qualifies for funding and matches your learner’s needs.

Step 4: Approve AVN as Your Provider

You’ll add AVN in your ClassWallet/MyScholarShop portal.

Step 5: Funding Becomes Available

Your annual funds can be used immediately for:

• personalized instruction

• Personalized curriculum

• SPED services

• Tutoring

• Enrichment

• Therapies
  
  

If you're using Florida PEP funding, please enroll through our Tutoring Services program (not Academy). Our Academy program will not be PEP-eligible once it becomes a registered private school in March 2026. PEP vendor approval pending - contact us for current status.

During your consultation, we'll help you choose the right program for your funding type.

Step 1: Confirm Eligibility

Arizona’s ESA is extremely broad.

You qualify if your child:

• Is school age

• Lives in AZ

• You want an alternative to public school
  
  

(You do not need a diagnosis.)

Step 2: Apply Through ADE

You’ll submit:

• Proof of residency

• Birth certificate

• Online attestation form
  
  

Approval is typically fast, especially early in the year.

Step 3: AVN Helps Build Your ESA Learning Plan

This is what unlocks the ability to use ESA funds for AVN’s programs.

Step 4: Add AVN as Your Vendor

AVN walks you through the process so your funds release quickly.

Step 5: Begin Personalized Instruction

Once approved, funding can be used for:

• Mastery instruction

• Curriculum

• Enrichment

• Tutoring

• Specialized ND support

• Educational materials

Note: Arizona ESA operates on a reimbursement model. Families pay for services and submit receipts through ClassWallet for reimbursement. 

Most families only need a few.
